Andrew helps clients with their most important construction and infrastructure projects. Whether it is developing the procurement and contracting strategy, negotiating agreements, or resolving disputes during and after the project, Andrew is a solutions-oriented lawyer who helps clients navigate the contractual side of complex projects.

  • Advising public sector procurement entity on three separate $100+ million infrastructure projects, using construction management, design-build and progressive design-build procurement models respectively
  • Counsel to private sector owner on major equipment supply and construction services agreements
  • Counsel to indigenous self-government regarding $10+ million in design-build projects
  • Counsel to numerous municipal governments regarding procurement and contracting advising
  • Counsel to non-profit organization on construction and design agreement templates
  • Advising public and private owners on compliance with new Prompt Payment and Adjudication legislation
  • Member of owner’s legal team regarding disputes over commissioning, delay and damages relating to the construction of a carbon capture facility
  • Counsel to subcontractor regarding disputes concerning delays and change orders over steel fabrication and erection for major transportation infrastructure project
  • Advising owners, contractors and subcontractors on builders’ lien and prompt payment-related disputes
  • Counsel to owner regarding contractor claims for additional costs relating to renovation of a grocery store
  • Counsel to contractor regarding dispute over alleged failures in municipal sewer installation
  • Counsel to subcontractor regarding dispute over municipal waste water treatment plant

Andrew is a construction lawyer with a range of both procurement and dispute resolution experience ranging from complex industrial and public works projects to small- and medium-sized construction projects.

On the procurement side, Andrew has advised large public sector and private sector owners on major project development – including utilizing innovative procurement strategies, compensation model structuring, and contract drafting and negotiation.

He has assisted construction project participants with managing, advancing and defending construction-related disputes, including those related to project delays, claims for extras, construction deficiencies and scope disputes. He is also experienced with builders’ lien-related matters.
