  • Town of Okotoks v. MD of Foothills, ABCA 2013 (leave to appeal to the Supreme Court of Canada denied), successfully maintained that a six-month limitation period applies to judicial challenges against municipal bylaws brought pursuant to Section 536 of the MGA
  • MacKenas Estates Development Corporation v. Rocky View County and City of Calgary, 2012 ABCA 376, successfully defended an application compelling the municipalities to connect private lands to municipal utility service

Joanne’s practice includes general counsel work, planning and development law, leave to appeal applications, drafting and reviewing contracts and by-laws, judicial review applications, annexations, inter-municipal disputes, expropriations, employment law, by-law and Safety Codes Act enforcement, Freedom of Information and Protection of Privacy Act issues, and environmental law. She drafts and reviews contracts, policies and bylaws; advises administration, Councils and Council committees, Subdivision and Development Appeal Boards; and represents municipalities before the Alberta Court of Appeal, Alberta Court of Queen’s Bench, Municipal Government Board, Environmental Appeal Board and other tribunals.
