While the Competition Bureau has addressed some of these concerns in its most recent annual plan by focusing on using the new enhanced enforcement powers given to the bureau by Parliament to stop anti-competitive activity, it simply isn’t enough. As New Industry Minister Mélanie Joly put it, we need a “wartime philosophy.” 

In his op-ed for The Globe and Mail, MLT Aikins head of competition, Josh Krane, discusses how the Competition Bureau should modify its policy and enforcement approach in light of the ongoing trade war. Recommendations include:

  • Make it easier for companies to advertise that goods are manufactured in Canada
  • Consider a productivity exception when evaluating mergers
  • Prioritize enforcement of abuses of dominance where industries are being threatened like media and news
  • Require incumbent network operators to build nor resell
