Randy’s practice focuses on technology projects, privacy and outsourcing. He was lead counsel for the largest Saskatchewan-based provider of information technology services on several complex outsourcing transactions, and has assisted numerous clients with negotiations for IT services and software.
- Advisers to the Aquistore Project, a major initiative of the PTRC and its industry partners to demonstrate the effectiveness of the underground storage of carbon dioxide
- VP Strategy and Risk Management with eHealth Saskatchewan (a six-month half-time secondment) to gain direct business experience, and to assist the client to fast track the development of its strategy and information governance policies and protocols
- Assistance with implementation of privacy policies and compliance plans for Saskatchewan regional health authorities
- Lead counsel for the negotiation of contracts and governance processes for the Provider Registry System (PRS) for the Western Health Information Collaborative (WHIC)
- Counsel of record for resolution of complaints with the Office of the Information and Privacy Commissioner (both provincial and federal)
- Lead counsel for a mining company for a large and complex SAP implementation
- Lead counsel for a complex multi-vendor IT outsourcing arrangement for a key public registry in Saskatchewan including assistance with procurement, contracting, ongoing governance, and vendor management
- Lead counsel (procurement, contracting, and privacy) for Saskatchewan’s Electronic Health Record Program (EHR); Pharmaceutical Information Program (PIP); Radiology Information System/Picture Achieving Communication System (RIS/PACS); Pan-Canadian Public Health Communicable Disease Surveillance and Management Project (Panorama); Shared Client Index (SCI); Sask Laboratory Results Repository (SLRR); and Physician Electronic Medical Records Program (EMR)
Randy has worked with various organizations on privacy law interpretation, impact assessments and compliance plans, and implemented privacy procedures required by the Health Information Protection Act and Personal Information Protection and Electronic Documents Act.
His experience with information technology law includes negotiating and drafting licensing agreements; software development, implementation, maintenance and support agreements; outsourcing agreements; service bureau and data centre agreements; hardware purchase and maintenance agreements; marketing and distribution agreements; agreements for the sale and purchase of software and technology; and agreements including copyright, patent and other intellectual property issues. Randy also has experience with IT service and software procurement and IT project reviews and rescues. He has extensive IT industry experience.
Randy has provided a wide range of privacy law advice to public and private organizations and conducted Privacy Impact Assessments for regional and province-wide health-care programs and IT applications.
